In Dacthart's eyes, there existed no sound law, for they were made solely to benefit the nation that created them. Proper legislation was to be ratified and enforced without the influence of any sort of greed. He gathered a number of distinguished scholars and brave warriors to create a new multinational organization based on his ideal. It swelled in size as he continued to coerce ever more principalities into joining.
